[ThinkPad]: Improve Your ThinkPad Silently

I use a ThinkPad T61 Tablet as a main Windows-based machine.
But its CPU fan is loud badly, so I wanted to more silent my one.

I introduce the TPFanControl, which is capable to control the CPU fan from software.

You can select "Mode" by radio buttons as described below,

BIOS: TPFanControl does not control the fan, it is controlled by BIOS (system default).
Smart: TPFanControl controls the fan, you can edit the detail settings by editing "TPFanControl.ini" (TPFanControl default)
Manual: You can directly control the fan.

If you want to lanch TPFanControl at the system startup, copy TPFanControl.exe shortcut file to "Program -> Startup".
